That means that the MGM and Orix consortium will likely get the licence if Osaka wins one this summer. MGM was the only bidder to promise a 2025 opening when Osaka will host the World Expo.
Galaxy Entertainment and Genting Singapore had been interested in Osaka, but both dropped out in recent weeks.
